NYSAC Warns of "Gathering Storm"

This week, the New York State Association of Counties issued a research report called The Gathering Storm: Challenges Confronting the Future of New York. It is, as it sounds, a bleak outlook for the state's future, particularly in the upstate. Most of the report discusses the state's population vacuum and job loses.
